The MFSA has launched a public consultation on the proposed Rules for Notified Aircraft Financial Leasing Companies and Related Due Diligence Service Providers (DDSPs). This follows the earlier consultation on the concept framework and draft legislative amendments and represents the next stage in the development of the regulatory framework.
The proposed Rules set out the admission requirements and ongoing obligations applicable to companies seeking inclusion on the MFSA’s List of Aircraft Financial Leasing Companies. They also establish a framework governing the appointment and responsibilities of DDSPs, which would perform fit and proper assessments of key stakeholders and functionaries both at notification stage and on an ongoing basis.

In line with the MFSA’s objective of promoting a proportionate and effective regulatory approach, the proposed rulebook combines streamlined market access with appropriate safeguards, including governance, substance, transparency, reporting and AML/CFT requirements.
The consultation marks the next stage in the development of the proposed framework for aircraft financial leasing in Malta. Stakeholders were invited to review the proposed Rules and submit their feedback by 31 August 2026.
