The MFSA is organising a workshop for insurance market participants in order to address and clarify any aspects on the manner in which a demands and needs assessment is to be conducted. This workshop comes on the back of the MFSA’s Circular published in May 2022 which provided details on the same subject.
The workshop, which will be held at the MFSA premises, will kick off with a short presentation followed by a Q&A session, during which, MFSA officials will address any questions and suggestions put forward by participants.

Registrations & Submission of Questions
The Authority invites insurance market participants to register to this event by not later than Wednesday 26 October 2022. Each separate entity is allowed to register up to two participants.
Participants are encouraged to submit their questions, suggestions or comments here prior to the workshop and before registration closes on 26 October 2022. Any further queries or points of discussion can also be raised during the event itself.

Acting CEO & Chief Officer Enforcement, MFSA
Michelle Mizzi Buontempo
Michelle Mizzi Buontempo was appointed as Chief Officer Enforcement in March 2020, after five years occupying the position of Head of Conduct Supervision within the MFSA. Michelle has over twenty years of experience in the regulation and supervision of different areas within financial services, including supervision of investment firms and fiduciaries. She represents the MFSA at various Committees of the ESAs. During her career within the MFSA, Michelle has been entrusted with the responsibility of piloting a number of projects including the setting up of a regulatory regime to enhance consumer protection in the investments and insurance sector, as well the establishment of a new regulatory framework for trustees and company service providers. Michelle regularly lectures on corporate governance and consumer protection. An advocate by profession, Michelle was awarded a Masters Degree in Financial Services from the University of Malta. She also holds a warrant to practice in the Maltese Courts. Prior to joining the MFSA, she headed the corporate division of a leading audit firm specialising in financial services.
Deputy Head, Conduct Supervision, MFSA
Sarah Pulis
Sarah Pulis holds the position of Deputy Head within the Conduct Supervisory function at the MFSA. Sarah has twenty years of experience in the regulation and supervision of financial services, namely investment firms, collective investment schemes, company services providers, insurance undertakings and insurance intermediaries. She also represents the Malta Financial Services Authority on EIPOA’s Committee on Consumer Protection and Financial Innovation. Sarah read law at the University of Malta and graduated as a Notary Public and Doctor of Laws in 1996 and 1999 respectively. She also obtained a Master of Laws in European Union Law, from the University of Leicester in 2006, and lectures regularly on financial services regulation.
Senior Manager, Conduct Supervision (Insurance), MFSA
Stefano Lazze'
Stefano Lazze’ joined the MFSA in 2012. He currently holds the position of Senior Manager within Conduct Supervision (Insurance), in which role he is responsible for the conduct supervision of insurance companies and insurance intermediaries. Prior to joining the Authority, he had worked within a Maltese insurance company for 16 years. Stefano attained his Fellowship (FCII) in 2017, and earlier, his Bachelor of Arts (Hons) in Financial Services from the University of Edinburgh in 2016.
Senior Analyst, Conduct Supervision, MFSA
Bertram Farrugia
Bertram is a Senior Analyst within MFSA’s Conduct Supervision team. After graduating with a B.Com (Hons.) degree from the University of Malta Bertram worked with various insurance entities in the private sector before joining the Authority. He has a keen interest in consumer behaviour and is currently reading for a Masters degree in Financial Services.
