About this Training

The principle of Responsible Investment has become a major trend in finance. The dynamic evolution of the ESG markets as well as the number of EU legislations in place require National Competent Authorities to priorities their actions. Improving sustainability-related practices, policies, procedures and disclosures aimed at fostering consistent application of ESG related rules is essential to promote effective supervision, thus contributing to a common EU supervisory culture and creating a path to a sustainable future through the alignment of European standards.

About the Lecturers

Christopher P. Buttigieg

Chief Officer Supervision, MFSA

Christopher P. Buttigieg Profile Picture

Dr Christopher P. Buttigieg is the Chief Officer Supervision of the Malta Financial Services Authority. In his role as Chief Officer Supervision, he is responsible for the coordination and implementation of the supervisory and regulatory strategy across all the sectors under the MFSA’s remit.
Prior to his appointment as Chief Officer Supervision, he held the position of Chief Officer Strategy, Policy and Innovation, and prior to that he was the Head of the Securities and Markets Supervision function. Dr Buttigieg joined the Authority in 2000 and has gained professional experience in different areas of financial regulation, supervision, and enforcement of market malpractice. He was also responsible for implementing various pieces of EU legislation and has led various regulatory and supervisory teams within the Authority. Dr Buttigieg sits on the Authority’s Executive Committee and is a member of the Board of Supervisors of the European Securities and Markets Authority (ESMA) and the European Banking Authority. He is also the Chair of the ESMA Data Standing Committee. He has a commerce degree (B.Com 1998), an accountancy degree (B.Accty. Hons. 2000) and a financial services law degree (M.A. Fin. Ser. 2003) from the University of Malta, as well as a European Union Law degree (M.A. EU Law and Soc 2005). He also obtained a doctoral degree in law (Ph.D 2014) from the University of Sussex (UK). Doctoral thesis deals with the governance of EU securities regulation and supervision. Dr Buttigieg is a senior lecturer in the Banking and Finance Department of the University of Malta and has published various papers in reputable journals, including the European Law Review, the European Company and Financial Law Review, the Columbia Journal of European Law, the Journal of Financial Regulation and Compliance, the Journal of Business Law, and the Law and Financial Markets Review. He is also a member of the Board of Trustees of the Academy of European Law in Trier and a visiting lecturer at the same institution.

Evert van Walsum

Head of the Investors and Issuers Department, ESMA

Evert van Walsum Profile Picture

Evert van Walsum started his career in banking in the Netherlands. After that period, he joined the Netherlands Authority for the Financial Markets (AFM), where he worked in various roles in policy and supervision, in the markets area and in the field of consumer protection. His last position at the AFM was Head of the Capital Markets Department. At ESMA, Evert is Head of the Investors and Issuers Department, responsible for investor protection, asset management, corporate finance, corporate reporting, sustainability and supervisory convergence. Evert has studied at the University of Amsterdam and at INSEAD Fontainebleau.

Ryan Borg

Deputy Counsel EU and International Affairs, MFSA

Ryan Borg Profile Picture

Ryan Borg was appointed Deputy Counsel – EU and International Affairs within the Malta Financial Services Authority in May 2019. In his role as Deputy Counsel, he is responsible for the coordination of relations with international organizations and foreign regulators. He is also responsible for the formulation of financial services policy, mainly issued by the European Commission and is actively engaged in policy dialogue, negotiations and follow up of EU institutional affairs and dossiers in the area of Financial Services. He also represents the MFSA in Coordination Network on Sustainability (CNS) within the European Securities and Markets Authority (ESMA). Prior to that, Ryan Borg spent ten years as a diplomat at the Permanent Representation of Malta to the EU in Brussels as Financial Counsellor. He had the privilege to deal with a number of financial services legislations and represented Malta in various EU fora. During his posting in Brussels, he gained professional experience in high level relations with the EU institution, provided any advice on economic and financial affairs and also participated in Ministerial Councils and various bilateral meetings. Throughout the Maltese Presidency in 2017, Ryan Borg had the opportunity to Chair the Financial Counsellors working group and led trialogues negotiations with the European Parliament on a number of legislative files on which political agreement was reached on some dossiers. Ryan Borg holds a Masters in Business Administration and a Bachelor of Commerce in economics and management, both from the University of Malta.

Serdar Celik

Acting Head, Corporate Governance and Corporate Finance Division, OECD

Serdar Celik Profile Picture

Mr. Serdar Çelik is Acting Head of the Corporate Governance and Corporate Finance Division at the Organisation for Economic Co-operation and Development (OECD). His main responsibilities include corporate governance, capital markets and state-owned enterprises. His current work focuses on the impact of the Covid-19 crisis on corporate governance practices, corporate ownership structures and capital markets. Recent OECD reports include The Future of Corporate Governance in Capital Markets Following the Covid-19 Crisis; Corporate Bond Market Trends, Emerging Risks and Monetary Policy; Institutional Investors as Owners: Who Are They and What Do They Do?, and the Business Models of Stock Exchanges and Stock Market Fragmentation. Prior to joining the OECD, he worked at the Capital Markets Board of Turkey and was responsible for reviewing corporate financial reports and overseeing IPOs, Mergers and Acquisitions. Alain Deckers

Head of Unit, Asset Management (FISMA.C.4), European Commission

Alain Deckers Profile Picture

Alain Deckers has over 20 years of experience in public service at the European Commission. He has been responsible for policy reviews and policy development in areas including trade in goods, environmental policy, public procurement and financial services regulation. He currently heads a team of responsible for the regulation of asset management and investment funds. Alain graduated in physics and holds a masters in the economics of technical change, both from the University of Manchester (UK).

Martin Wieshaider

Senior Specialist, Asset Management – On- and Off-Site Analysis, Austrian Financial Market Authority (FMA)

Martin Wieshaider Profile Picture

Martin is working as senior specialist with the Austrian Financial Market Authority in the department “Asset Management – On- and Off-Site Analysis”, specializing on UCITS management companies, alternative investment fund managers and depositaries of collective investment schemes. He represents the Austrian FMA in the investment management standing committee (IMSC) of ESMA. As a member of the FMAs sustainable finance committee Martin plays an active role in developing common supervisory approaches on ESG criteria for the Austrian banking, insurance and securities markets. Before joining the Austrian FMA Martin was working as managing director of an international hedge fund company, responsible for Finance & Controlling in Europe, Middle East and Asia. He started his career in 1991 working with a local bank in Austria where Martin was responsible for back-office, accounting and payment services.

Martin Moloney

Secretary General of IOSCO

Martin Moloney Profile Picture

Martin Moloney joined the International Organization of Securities Commissions (IOSCO) in September 2021 as Secretary General.

Prior to joining IOSCO, Martin was Director General of the Jersey Financial Services Commission (JFSC) and before that he worked as a Special Adviser on Risk and Regulation to the Central Bank of Ireland (CBI), where he served for 16 years, previously heading up the Markets Policy, Markets Supervision, and Legal and Finance Divisions respectively. Prior to joining the CBI, Martin worked for brief periods in the Department of Justice and the Irish Competition Authority, and spent ten years working in the Irish Department of Finance in positions of responsibility in relation to both national and semi-State debt management and the sale of State banks. Martin spent his early career working in Industry at Barclays Bank and the Bank of Ireland in London.

Martin has an LLM in Business Law and a Masters qualification in Economic Policy, both from Trinity College Dublin. He has Postgraduate Diplomas in Arbitration, Regulatory Management and has completed professional examinations of the Chartered Institutes of Bankers and the Chartered Institute of Arbitrators.
