Highly Skilled Individuals Scheme (HSI Scheme)


The Highly Skilled Individual Scheme (HSI) is intended to attract highly skilled persons to occupy positions classified as “eligible office”, as determined by the Malta Tax and Customs Administration (MTCA).

Eligibility for the position is subject to the applicant being employed with an entity licensed and regulated by the Malta Financial Services Authority.

In cases where a Personal Questionnaire is required, the applicant shall ensure that the process is completed and that approval is granted by the Authority before submitting the HSI application.

Upon approval to hold the position, the applicant shall be required to submit, on an annual basis, a relevant RA form accompanied by the required supporting documentation, duly endorsed by the Authority, and submitted to the MTCA together with the tax return applicable to that year.

Application Process – HSI Scheme

Persons interested in applying for the HSI Scheme are required to complete the referenced HSI application form and submit it to the Authority together with copies of the supporting documentation specified in the application form.

The application form and all the required documents are to be submitted only via email to [email protected]. Hard copies of any of the documents are not required.
