About the Lecturers

Katie Kiresich

Senior Financial Institution & Policy Analyst, Board of Governors of the Federal Reserve System

Katie is a Senior Financial Institution & Policy Analyst at the Board of Governors of the Federal Reserve System. Katie has over 20 years of experience in Banking Supervision and Regulation within the Federal Reserve System. She currently coordinates international training programs for the benefit of bank examiners from foreign central banks and serves as a subject matter expert and instructor for foreign technical assistance assignments. She joined the Federal Reserve Bank of Chicago in 2002 to provide supervisory oversight for community banks in the Midwest. Katie then went on to spend most of her tenure as a Commissioned Senior Examiner for a portfolio of larger, regional banks and holding companies. She transitioned to the Federal Reserve Bank of St. Louis in 2014 to better support System Learning as part of a small team responsible for modernizing the domestic bank examiner commissioning program. To support that effort, she designed an instruction strategy and coordinated instructor trainings to ensure adult learner engagement both in-person and virtually. She then spent a few years in the consulting world where she gained insights into the private sector. She has a Bachelor’s degree in Finance and Spanish from the University of Illinois, a Master’s in Business Administration from the Kellogg School of Management at Northwestern University and is currently earning her Masters in Adult Learning & Leadership at Columbia University, New York.

Jose Pignano

Jose coordinates international training programs for the benefit of bank examiners from foreign central banks and he also serves as a subject matter expert and instructor for foreign technical assistance assignments. Jose joined the Federal Reserve System in 1998, serving as a country analyst and bank examiner for the Federal Reserve Bank of Atlanta. He was commissioned as a bank examiner in 2000. Prior to joining the Federal Reserve System, he completed the formal credit training program of a large regional bank and served in the areas of corporate lending, commercial lending, and trade finance. He holds a Bachelor of Science in finance from The Florida State University and a Master’s in Business Administration from Florida International University.

Lindsay Savidge

Program Coordinator, Supervision and Regulation Division, Board of Governors of the Federal Reserve System

Lindsay administers and facilitates international training courses for the benefit of bank examiners from foreign central banks. She modernizes training operations within the division, utilizing her decade of experience in education and teaching. Lindsay’s expertise and certifications in Cvent event management allows her to coordinate the registration process for training programs and webinars effectively while incorporating industry best practices. Lindsay also supports the Systems and Operational Resiliency Policy team with overarching program management. Lindsay joined the Federal Reserve Board of Governors in 2022 and holds a Bachelor of Arts degree in English from Clemson University, a Master of Arts degree in Teaching from Loyola University Maryland and is currently pursuing a Master’s in Public Administration with a concentration in policy from George Mason University.

Rachel Gauci

Deputy Head (Policy & Legal), Banking Supervision, Malta Financial Services Authority (MFSA)

Rachel is an advocate by profession and her expertise is in financial services regulation, particularly pertaining to payment services and e-money. After 10 years of experience working for financial institutions in a legal and regulatory compliance capacity and at an executive level, Rachel recently joined the MFSA to manage the team responsible for policy and legal affairs within the Banking Supervision Unit. This team is involved in numerous committees and working groups, both on a European and International level, relating to various policy areas falling within the banking and financial services sector. Rachel represents the MFSA as a member of the Legal Committee at the European Central Bank. Having gained valuable experience in the industry, Rachel is well-versed in the practices and realities of industry participants, and she is able to capitalise on this knowledge and experience in her new role with the regulator. Rachel continues to follow the progress of payment services regulation in the European Union, also in particular, in relation to instant payments, open banking, and the digital finance package. She contributed to the publication of ‘The PAYTECH Book’, on 18 February 2020, wherein her views were shared on open banking in her article entitled ‘Is Europe a Good Example of Open Banking?’. Rachel obtained her university degree as a Doctor of Laws from the University of Malta in 2014 following the submission of a doctoral thesis in fulfilment thereof, entitled ‘A Critical Analysis of The Payment Services Directive and its Practical Application’.
