About Technology


Technology is at the core of the knowledge-based organisation. It enables MFSA's strategic and operational objectives to be achieved efficiently and effectively.

The Technology team is made up of professionals specialised in relevant areas that include governance and planning, information systems, software development, information security, technology operations, and service management. Officials from Technology also participate and give their contribution in several European committees, expert groups, and industry fora.

The Role


The selected candidate will undertake duties in relation with the management of IT Planning. The primary job duties include, but are not limited to:

  • Team and people management;
  • The compilation, submission, and management of the Technology budgets;
  • Assisting in policy writing as necessary, review of procedures from time to time;
  • The maintenance of the Function budget on a day-to-day basis by maintaining accurate records of actual values of purchase orders / contracts issued and approved invoices as submitted for payment;
  • The Technology Procurement Plan – to be compiled as an outcome of the annual budgeting exercise, and maintained regularly in liaison with all stakeholders and ultimately the central Procurement team;
  • The management of Technology contracts, which also includes the renewals / upgrades / downgrades and also demise of Technology licences, subscriptions, services, and maintenance agreements as instructed by the relevant product owners;
  • Vendor management - ongoing liaison, meetings, escalations as and when required;
  • The management of the entire procurement life cycle for Technology related procurement – EPCO RFPs, Open call for Tenders, Negotiated Procedures, DPS, RFQs etc - Gathering of requirements to build and compile the necessary documents - Terms of Reference, Budget estimates, Confirmation of Funds,  Procurement Originator form, plus all related documents to be presented to the Procurement Team;  coordination of RFQs/Tenders, evaluation participation, liaison with central Procurement team & IT Teams, compilation & conclusion of new contracts;
  • IT Planning Administration duties - MI & progress reporting, project planning, ad-hoc purchase requests, processing of invoices - checking against purchase orders and contracts, liaison with vendors, valuations for insurance policy purposes, Audit queries.
  • To act as the main reference point for EPCO Technology related matters - ongoing administration & liaison with central EPCO team & Procurement re DOC, coordination of existing & new agreements, processing of payments, management of resellers & RFPs / contracts.
  • Attending to ad-hoc queries within Technology and by other Functions such as PMQ, constant liaison with Finance;
  • Any ad hoc tasks assigned by Management as necessary.

About You


We are looking for candidates with solid academic background in planning and administration but well versed in Information Technology.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

You will also possess a minimum of eight (8) years working experience in a related area. Candidates with longer working experience relevant to the role will be preferred.

If you do not have the necessary academic or professional qualifications but you have at least fifteen (15) years of relevant experience, we would still be interested in speaking with you.

The ideal candidate should:

  • Have a strong business orientation with a demonstrated knowledge of the IT industry.
  • Can communicate with and understand the needs of non-technical internal and external clients.
  • Strong customer focus and knowledge of IT Planning/Administration/Procurement standards and procedures.
  • Possess strong analytical and problem-solving skills.
  • Have good written and verbal skills and proven ability to work on own initiative with great attention to detail.
  • Has the ability to work within a team, multitask and capable of meeting strict deadlines.
  • Has the ability to listen actively and to work on own initiative when necessary.
  • The ability to work under pressure and able to respond to emergencies after hours.
  • Must be fluent in the English language.
