About Finance

The Finance function oversees and manages the finances of the Authority, supporting the various other functions within the Authority in all financial matters, including the preparation of timely management information, revenue collection, payments to suppliers and service providers, payroll and financial control and budgetary control. The function also sets, monitors and improves the operation of the MFSA's financial control framework ensuring compliance with established policies and controls. It co-ordinates with the Statutory Auditors on the annual audit of the Authority’s Financial Statements drawn up in compliance with International Financial Reporting Standards and is also responsible for the timely submission of statutorily-required financial information to Parliament.


The Role

The successful candidate will be responsible for supporting the Head of Finance in the following areas:

  • Compile reports for submission to EXCO, Audit Committee and the Board of Governors;
  • Prepare, monitor and manage budgets;
  • Prepare and provide monthly cost centre reports;
  • Assist in the preparation of the end-of-year financial statements and liaise with the auditors during the audit process;
  • Carry out bank reconciliations of complex bank accounts;
  • Provide statistical information as requested periodically by the National Statistics Office (NSO);
  • Provide answers to Parliamentary Questions;
  • Authorise payments to creditors and suppliers in line with internal policies and procedures;
  • Follow up of ageing of creditors;
  • Monitor the day-to-day financial operations within the function;
  • Lead, act as a reference point, mentor and supervise Junior Officers to ultimately meet the function’s objectives; 
  • Carry out performance management assessments of Junior Officers;
  • Handle any other duties and participate in on-going projects as directed by the Head of Finance or the Deputy Head within the Finance Function.

About You

We are looking for candidates with solid academic background in Accountancy. A post-graduate degree in Accounts and/or Financial Services would be considered an asset.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

You will also possess a minimum of five (5) years working experience in an accounting environment. Candidates with longer working experience and relevant within the financial services in a similar senior role will be preferred.
