About Banking Supervision Unit


The Banking Supervision function within the MFSA is entrusted with the onsite and ongoing surveillance of licensed banks and non-bank financial institutions following the issue of their licence from the Authorisation Unit. The Policy Section within Banking Supervision provides policy stances and advice, both within the MFSA and to external stakeholders, with a view to the consistent and effective application of the local legislation as well as European Regulations and Directives. The section is also tasked with the transposition and application of such EU legislation and guidelines issued by the European Banking Authority.

The Role


Within this role you will form part of the team of policy experts and will be responsible for:

  • Assisting in coordinating the work of junior analysts;
  • Identifying any amendments which may need to be made to the local regulatory and supervisory regimes in order to remove potential loopholes, address any issues of concern and generally align the local legal and supervisory frameworks with any decisions, recommendations and opinions which may be issued by the EBA and by the ECB, as well as with implementing regulatory standards and guidelines issued by the BA;
  • Performing, reviewing and overseeing the transposition of relevant EU Directives, EBA implementing/regulatory technical standards and guidelines etc. into local primary and secondary legislation, rules, policies and procedures etc. as may be required;
  • Attending and participating, in local and overseas training, meetings and working groups, particularly those relating to the EBA, ECB, ESRB and BIS and other European regulatory bodies;
  • Performing, reviewing and overseeing work related to the legislative process, in particular in relation to the drafting or review of draft laws. You will also be involved in work related to the preparation of replies with regards to EU proposals as well as the eventual transposition of EU legislation into Maltese legislation;
  • Performing, reviewing and oversee work in the preparation of policy and procedural stances and providing policy advice, both within the MFSA and to external stakeholders, with a view to the consistent and effective application of the local applicable legislation as well as European Regulations and Directives;
  • Performing, reviewing and overseeing advisory work in designated areas of law which include inter alia the development of rules applicable to licence holders (credit and financial institutions) to address market developments and legislative changes arising from EU legislation in these sectors;
  • Developing core competencies in areas relating to CRR/CRD, payment services and other areas as may be assigned by the Unit's senior management team;
  • Reviewing proposals prepared by the European Commission, drafting legislation of the European Union which is at a more advanced stage, as well as other documents as may be assigned by the Unit's senior management team;
  • Assisting third parties/relevant authorities, as well as Malta's representatives in the EU as may be required in relation to queries that may arise in connection with any matters which may affect the supervision of credit and financial institutions;
  • Addressing stakeholders' questions related to the supervision and regulation of credit and financial institution's licence holders;
  • Interacting with the senior management of the Banking Supervision function on matters relating to your section as well as on technical and other aspects concerning the CRR/CRD, PSD, SSM Regulations and the EBA guidelines, SSM’s Supervisory Manual, the Banking Act, the Financial Institutions Act and related rules;
  • Deal with day-to-day compliance issues emanating from the ongoing supervision process of credit and financial institution's licence holders, including providing advice on supervisory powers exercised by the MFSA;
  • To act as a point of reference for junior staff members;
  • Other ad hoc related duties as may be required by the Head and/or Deputy Head/s of the function from time to time.

About You


We are looking for candidates with solid academic background in law, accountancy, economics and banking or in another financial services area which may be considered as relevant to this post.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

You will also possess a minimum of five (5) years working experience in the area related to the role.  Candidates with longer working experience relevant to the role will be preferred.

If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant experience, we would still be interested in speaking with you.
