About Conduct Supervision

Conduct Supervision is responsible for the setting up and implementation of the regulatory framework aiming to secure appropriate consumer protection in operations of licence holders in the financial services industry. The Conduct Supervision Function is projecting growth as it is gradually assuming a cross-sectoral remit covering supervision in conduct of credit institutions, securities, trustees, corporate service providers, as well as insurance undertakings and intermediaries.

The Role

Within this role you will be joining the Banking Supervision team in the review of conduct of the respective licence holders. Reporting to the

Senior Manager within Conduct Supervision, you will be expected to carry out the following tasks:

  • Managing other team members to ensure that the duties assigned are effectively carried out;
  • Participating in - and at times leading - on-site inspections carried out at the premises of credit  institutions to ensure that applicable conduct of business rules are adhered to;
  • Leading and participating in any thematic reviews with respect to credit institutions;
  • Taking decisions and acting on own initiative in line with delegated authority and escalating issues outside area of responsibility;
  • Representing the MFSA in engagement with internal and external stakeholders, including representation on any Standing Committees/Working Groups relating to investor protection of the European Supervisory Authorities;
  • Mentoring, managing and development junior analysts;
  • Handling planned or reactive credit institutions conduct issues that arise on a day to day basis;
  • Using supervisory judgement in handling cases, challenging credit institutions on consumer protection issues and ensure that any issues are dealt with efficiently;
  • Undertaking any tasks delegated by senior management in line with the needs of the department;
  • Assisting  in work related to the legislative process, in particular in relation to the drafting or review of laws, rules and regulations
  • Assisting with the leading of work related to the preparation of replies with regards to EU/EBA questionnaires;
  • Attending and participating as needed in local and overseas training and meetings.

You will also be expected to undertake any other duties that may arise depending on the exigencies of Conduct and the Authority.

About You

We are looking for candidates with solid academic background in financial services or in law or in another related background. A relevant Post Graduate Degree would be considered an asset.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

You will also possess a minimum of five (5) years working experience in the area of financial services, preferably banking.

Candidates with longer working experience relevant to the role will be preferred. If you do not have the necessary academic or professional qualifications but you have at least ten (10) years within a compliance or an investigative and/or analytical environment, we would still be interested in speaking with you.
